Gamers Be Warned: Platforms May Not Own Their Games

加利福尼亚州新近通过的一项法律，将要求Steam、Epic等数字游戏商店明确告知消费者购买的是游戏许可，而非游戏本身的所有权。该法案将于明年生效。
该法案（AB 2426）旨在保护消费者权益，打击数字商品虚假和误导性广告。它涵盖所有通过电子设备（包括电脑、手机、平板等）访问和操作的应用程序和游戏，以及相关附加内容。
法案规定，数字商店必须使用清晰醒目的文字说明销售条款，例如“比周围文字更大的字体，或与周围相同大小文字形成对比的字体、颜色，或用符号或其他标记与周围相同大小的文字区分开来”。违反者可能面临民事处罚或轻罪指控。
法案还禁止商家使用暗示“无限制所有权”的词语，例如“购买”或“拥有”，除非明确告知消费者“购买”并不意味着无限制访问或所有权。 加利福尼亚州议员Jacqui Irwin表示，该法案旨在帮助消费者更好地理解其购买行为。
然而，该法案并未涉及订阅服务（如Game Pass）或“租赁”数字产品的服务，以及游戏的离线副本，因此这些方面仍不明确。 此前，育碧高管曾表示，玩家应该习惯于不再“拥有”游戏。
育碧取消了《The Crew》系列游戏的线上服务，引发了关于消费者权利的讨论。 Irwin议员补充说，消费者经常误以为购买数字商品就获得了永久所有权，而实际上他们只获得了许可。
