In an Xbox Wire interview, Fumihiko Yasuda, Head of Team NINJA at Koei Tecmo, shared his vision for NINJA GAIDEN 2 Black. Yasuda highlighted that the team selected NINJA GAIDEN 2 due to its robust action gameplay within the series. The addition of "Black" to the title signals to fans that this is the definitive edition, reminiscent of how NINJA GAIDEN Black was the definitive version of the original game.

Yasuda explained that NINJA GAIDEN 2 Black was developed in response to fan feedback from the 2021 release of NINJA GAIDEN Master Collection. Fans expressed a desire for an experience akin to NINJA GAIDEN 2. The game aims to address the concerns of core fans, particularly those curious about the future of Ryu Hayabusa, especially with NINJA GAIDEN 4 introducing a new protagonist.
